A: No, only when the work permit has been granted.

Q: How long does it take to get a work permit?

 A: Usually 2 - 3 weeks.

Q How long is a foreigner allowed to live and work continuously in Turkey?

A. Yes a foreigner can live and work continuously as long as applicable permits are renewed.
